equal citizenship amendment

SECTION1.  Every human citizen of the United States shall have equal civil and political rights under the law without discrimination from the United States or from any State on the account of religious, philosophical or political belief, sex, real or perceived sexual orientation or membership in a political party.


SECTION2. For the purposes of this article, "real or perceived sexual orientation" shall be defined as having or being perceived as having an emotional, physical, or sexual attachment to another person without regard to the sex of that person or having or being perceived as having an orientation for such attachment, or having or being perceived as having a self-image or identity not traditionally associated with one's biological maleness or femaleness.   It shall not include a physical or sexual attachment to children by an adult


SECTION3.  The Congress shall have the authority to enforce this article with appropriate legislation.
